Yes, I wiped it down with lacquer thinner.  I think I found a product that would work, it's a clear coat that's used for clear coating wheels and other bare metal objects and is ceramic based.

Kevin, did you wash the surface with a solvent before you tried your finish? I really don't have any help other than cleaning the surface.

I looking for advise on applying a clear top coat on bare metal.  I tried lacquer but the adhesion was poor.  I need to keep this interior baluster, made from cold finished steel and sanded with 120 grit from rusting.  I read some internet type that talked about an adhesion promoter but I hate to spend too much resources reinventing this.  Any experience or suggestions?
